Despite the benefits of industrial pfer from the western economic crisis, China has also suffered from the adverse effects of the decline in international demand. China's clothing exports fell two times in 1991 and 1992 and then dropped in 1993.

In 1994, China implemented the reform of exchange rate system, merged the foreign exchange rate, carried out the reform of the foreign trade system, abolished export subsidies, and put forward the goal of "unified policy, open operation, equal competition, self financing, trade and industry integration, the implementation of agency system, and the establishment of a mechanism to adapt to the prevailing rules of international economy".

In 1997, the proportion of clothing exports to total exports of textiles and clothing increased from 39.3% in 1987 to 69.64% in 1997.

The degree of dependence on foreign trade has been greatly increased, and the unit price of exports has been relatively low, but the amount has increased by 8 times in ten years (see table four).
