In 1979, Hanzheng Street began to try a market economy amid controversy.

Before that, clothing supply is entirely planned, and production enterprises do not need to know the final flow of products.

In September 1982, the twelve major conferences of the Communist Party of China put forward the principle of "planned economy as the main form and market regulation as subsidiary", and took the road of building socialism with Chinese characteristics.

  



In 1984, the 30 year old cloth ticket became history, and the garment industry began to develop rapidly.

At that time, the supply was mainly concentrated in the state-run garment factories in big cities such as Beijing and Shanghai, with a single fabric, a single style and a single price. These famous brand clothes were concentrated in the department stores of large and medium-sized cities.

After the abolition of the cloth ticket, the small tailor industry rapidly increased, which provided impetus for the development of private economy later.

  



The new business model also came into being. In 80s, a group of traffickers, such as "Grandpa", who sold fashionable clothes from other cities like Guangzhou to other parts of the country, appeared in many large and medium-sized cities based on such clothing as "booth" clothing distribution venues. They not only changed the "consumption view" of the mainland residents with these popular information from Hongkong, but also laid the foundation for the "wholesale and retail market of clothing".

At that time, there were also some "markets" born between villages and towns. Some handicraft shops gathered together to spread the stalls and became an important part of the "farmers market".



  

A preliminary industrial system

  



In the first 10 years, "conch", "Dahua", "red capital" and other state-owned brands were famous. After the abolition of the tickets, many state-owned enterprises actively introduced shirts and Western-style clothes production lines. Nevertheless, China's clothing production capacity is still lagging behind.

  



At this point, most of the production enterprises are concentrated in the city, and the "vast blue sky" - Guangzhou, Dalian, Shanghai, Qingdao, Tianjin, five separate cities and Beijing.

In the late 80s, a large number of village run factories and handicraft shops appeared in the mid and late 80s. The number of enterprises increased from several thousand to nearly 4, and the number of employees reached 3 million. In the whole country, 178 clothing and footwear industry companies were set up in the country, 35 quality inspection stations nationwide, and 2 large quality inspection centers.

Initially formed a complete industrial system of education, scientific research, production and sales.

  



However, the clothing industry is very simple, the economic system is single, the market is single, and the products are single. Even the practitioners are very single. There are few "migrant workers", and the business goal is only sufficient supply, so there is no need to consider the market.

However, under the care of the planned economic system, some state-owned enterprises are indulged in the mode of waiting for sale and are accustomed to the "product centered" thinking of the shortage economy, which has become an important reason for the rapid disappearance of state-owned enterprises.
