Expanding Domestic Demand Policy And Promoting Light Industry Textile Recovery
Recently, the Ministry of industry and information technology released the operation of consumer goods industry in 2009 1-2. Statistics show that in 1-2 months, the added value of the above scale consumer goods industry increased by 7.4% over the same period, of which the added value of light industry increased by 7.6% compared with the same period last year, and the added value of the textile and garment industry increased by 5.8% over the same period last year.
CIC advisor pointed out that, driven by the comprehensive policy effect of expanding domestic demand, the production of light industry and textile industry has recovered rapidly, but the export situation is still grim due to the financial crisis.
In light industry sector, the added value of light industry increased by 7.6% in 1-2 months, faster than that of all industrial growth by 3.8 percentage points, of which 15.4% increased in February.
In February, 15 kinds of household electrical appliances had 9 kinds of output increasing by more than 20%, of which household refrigerators, household washing machines and smoke exhauster increased by 22.3%-32.5%. These data indicated that the household appliances production situation improved under the effect of expanding consumption policies such as "home appliances to the countryside". The output of dairy products changed from 19.5% in December last year to 9.1%. Sanlu incident is gradually weakening.
From the perspective of light industry exports, the delivery value of light industrial products above Designated Size dropped by 11% in 1-2 months, and the proportion of export delivery value to sales value dropped from 20.2% in the same period last year to 16.6%. According to customs statistics, in 1-2 months, although the export of shoes and bags fell by 2.3% and 7.3% respectively, the export of plastic products, furniture, parts and toys decreased by 10.7%-17.1%, but they were all lower than the decline of the national export (21.1%).
China investment advisers believe that since last year, the state has repeatedly increased the export tax rebate rate of some labor-intensive products, which has produced a positive effect on restraining the excessive export of light industrial products.
Textile industry, in 1-2 months, the added value of textile enterprises above designated size increased by 5.8% over the same period, which increased by 16.7% in February, and the value of export delivery decreased by 8.1%, down 18.2 percentage points over the same period. Judging from the output of various products, the production of yarn 2 million 870 thousand tons, an increase of 5.9%; production cloth 6 billion 930 million meters, down 5%; clothing 4 billion 690 million pieces, down 0.3%; chemical fiber 3 million 550 thousand tons, an increase of 3.9%.
According to customs statistics, exports of textile yarn, fabrics and products in the first two months were 7 billion 290 million US dollars, down 20.6% compared with the same period last year, and exports of garments and accessories were 14 billion 620 million US dollars, down 11%. According to the CIC consultancy survey, nearly half of the export oriented garment enterprises' orders decreased by 30% over the same period, and some garment enterprises in the Pearl River Delta region ceased production and production, while the Yangtze River Delta region took most of the capacity from Guangdong.
