Recently, the AQSIQ issued a notice to promulgate new regulations for the direct release of import and export goods.

It is reported that the direct release of export products means that the customs clearance is issued directly after the inspection and quarantine institution has passed the inspection, and the enterprise can go through the customs formalities directly with the customs declaration form at the customs declaration place without having to declare two times at the port.

The import direct release means that the port inspection and quarantine authorities issue a customs declaration after receiving the inspection, do not carry out inspection and quarantine, only apply the inspection and quarantine mark to the goods, and the goods are pported to the destination directly, and the inspection and quarantine are carried out by the destination inspection and quarantine institution after verification.

The implementation of direct access to import and export is conducive to reducing clearance links and speeding up the speed of traffic.

For goods exported directly, the mainland and port will be declared to the mainland for the two time.

Through direct release, we can achieve rapid clearance, reduce operating costs and improve economic efficiency.

The Jinjiang inspection and Quarantine Bureau reminds the relevant enterprises that at present, the import and export enterprises may apply for direct access to the entry exit inspection and quarantine organs at the locality, and the new regulations for direct release of eligible enterprises can be implemented.

The enterprises that apply for direct release shall have the following conditions: strictly abide by the state entry exit inspection and quarantine laws and regulations, record no administrative penalty within 2 years; category A enterprises (category one enterprises) in the inspection and quarantine credit management (classification management); the annual import and export volume of enterprises is more than 1 million 500 thousand U. S. dollars; enterprises have implemented HACCP or ISO9000 quality management system, and have obtained the qualification certificate of quality system issued by relevant organizations; export enterprises should have the ability to effectively control the quality and safety of products, and the quality of products is stable; the annual inspection and quarantine inspection and quarantine institutions' annual inspection and quarantine qualification rate is not less than 99%, and no returns, claims or other accidents caused by product quality reasons have occurred in 1 years.
