It all stems from the "Fu'an incident" in 2006.

In June 2006, someone reported to the State Environmental Protection Administration of Dongguan Fu'an textile printing and dyeing Co., Ltd. for stealing high concentration printing and dyeing wastewater.

The joint investigation team, led by the State Environmental Protection Administration, found that the Fu'an company had set up two pipelines for stealing: a iron pipe with a diameter of 25 centimeters, which directly discharged the printing and dyeing wastewater from some workshops to the total sewage pipe outside the plant; the other was the open channel, which was known as the sewage diversion and rainwater collection, and also mixed with the production wastewater.

In July 2006, the Guangdong provincial Environmental Protection Bureau issued a 217 thousand yuan ticket.

Subsequently, the Dongguan Environmental Protection Bureau recovered 11 million 550 thousand yuan from the Fu'an company's sewage charges.

During the peak period, the total investment of Fu'an Company amounted to HK $690 million, and the maximum foreign exchange earning amounted to HK $5 billion per year. It was once the largest foreign investment enterprise in Dongguan and the largest foreign exchange earning company.

Why do large enterprises with such auras steal sewage?

One argument is that Fu'an is the most profitable factory of Futian. Because of the development needs, Fu'an urgently needs to expand its land. In Changan, it has no land to levy. It can only be rebuilt on the original site, heightening the floor, laying the production line, and digging the underground to do the sewage disposal.

Even this is unable to meet the demand for production and discharge in Fu'an, so Fu'an began to steal sewage.
